The aim of this article is to verify the readiness of patient transport from the airport with symptoms for Ebola disease by the rescue services of the Integrated Rescue System of the Czech Republic. Detection of possible risks and causes of risks during patient transport. In one part of the article, the part is devoted to the current legislation regulating the cooperation of IRS, economic measures for crisis situations, functions of state material reserves management, material security of selected IRS components and the work of BIOHAZARD TEAM. The main part of the article describes the course of the extraordinary event. There is a chapter devoted to the analysis and evaluation of risks during transport. It also deals with the issues of transport, risks and problems that may be encountered by the intervening members of the IRS units. In conclusion, the proposed measures to help minimize risks in the transport of infected patients

Managerial decision making is an integral process used in public and private organizations. Critical infrastructure entities are a strategically significant group dependent on the quality of decision-making processes. They aim to provide services necessary to ensure state security and to satisfy basic human needs. The quality of decision making is an important factor in the management of these entities. The quality level is determined by many factors, the key of which is risk management. For this reason, it is necessary for the operators to minimize risks affecting the elements of the critical infrastructure through which these services are provided. Risk management is commonly used for this purpose, making it possible to assess and manage these risks. However, there is a specific group of threats that affects the resilience of these elements. The indication of these threats is not possible through common risk management. Therefore, it is necessary to develop specific scenarios of negative impacts and procedures for assessing their impact on the resilience of elements of the critical infrastructure. To this end, this conceptual article introduces an entirely new managerial decision-making process for indicating the resilience of critical infrastructure elements.

Crisis management must provide data to allow for real-time decision-making. Accurate data is especially needed to minimize the risk of critical infrastructure failure. Research into the possible impacts of critical infrastructure failure is a part of developing a functional and secure infrastructure for each nation state. Road transport is one such sector that has a significant impact on its functions. When this fails, there may be a cascading spread of impacts on the energy, health, and other sectors. In this regard, this paper focuses on the dynamic modeling of the impacts of critical road infrastructure failures. It proposes a dynamic modeling system based on a stochastic approach. Its essence is the macroscopic model-based comparative analysis of a road with a critical element and detour roads. The outputs of this system are planning documents that determine the impacts of functional parameter degradation on detour roads—not only applicable in decision-making concerning the selection of the optimal detour road, but also as a support mechanism in minimising possible risks. In this article we aim to expand the extent of knowledge in the Crisis management and critical infrastructure protection in the road transport sector fields.
